Access to Minecraft is restricted on your network 

Minecraft servers may sometimes be blocked on public networks, educational institutions, or workplaces.

You may try using a virtual private network (VPN) or proxy to bypass any restrictions. here are plenty of popular options like ExpressVPN, Private Internet Access,  Surfshark, and even a trial version of a VPN can do the job.

There is also a free proxy available for PC by Cloudflare that can usually bypass blocked websites.

Head to and download the app for Windows.

If you're on a wired connection, try connecting with a wireless connection or vice versa. Finally, you should try connecting with another network connection if possible. If none of these solutions helped, then you may want to check that this is not caused by some Minecraft software/mods that you have downloaded.
